Who, or what, is the King in Yellow?

The King in Yellow today seems to be wrapped in a lot of mystery and tentacles, but he wasn't always like this. And after examining the original book and the world events at the time it was published, I think we can get a clear idea of what Robert W. Chambers intended by this character.
