PD: 1 suspect detained, another on the run in Indep. apartment shooting

An active shooter injured at least one person at an Independence apartment complex Tuesday morning, police confirmed. Officers handcuffed one man at the scene and began questioning him, but said they were looking for at least one other person connected to the shooting.
