Canada's Countdown - EAS/EBS Scenario [ANALOG]

In the early 1960s, Canada developed the Canadian Emergency Broadcasting System, in co-operation with the CBC [Canadian Broadcasting Corporation], Canadian Department of Communications and select AM Radio stations.

However, the system was never used at all; SO in this video, what if the system was used in light of events ongoing in the year 1961?

And what can become the fate of "Canada's Countdown?
