About the photo:
Bank of Russia issues new notes with QR codes on them (bottom right corner).
Officially, the QR code leads to a banking site that educates on how to tell counterfeit money. This to me seems superfluous on each note, given the information is generally available online.
Paying by QR code in Russia is slowly replacing both cash and debit card transactions. This is because merchants usually pay a smaller fee to the banks when accepting payments by QR code.
Thus, QR- tracked cash would fulfill the same function - each note could theoretically be traced to its last transaction. This has not been stipulated at an official level, but it's only a matter of time, in my opinion.
