Preschool Kids Tied together To Walk in Philadelphia, WalkinAndTalkinAcrossAmerica

Just an observation of what appears to be abusive to me. Multiple groups of preschool aged children roped together in order to walk them down the street in Philadelphia, PA. Would you put your child in this school if you knew they were treated this way?
