Paul continues the "bad news" which he began proclaiming in Romans 1:18.
Before Christ explains God's plan of salvation through Paul, Paul must first show God's justice.
God must judge sin, The Judge of all will judge right (Gen. 18:25).
Paul I showed but did not read verse 2:26, but you can read it in the Bible (in the process of indicting the world under sin Paul is speaking hypothetical in 2:26, 27).
