Bandits, Criminals, Marauders and Psychos

Villains of various occupations can be found plaguing society at every level, from petty thieves to bloodthirsty warlords. Bandits are probably the single most common foe we are likely to encounter in our travels anywhere in the multiverse. Very often these people are nothing more than opportunistic thugs, highwaymen looking for easy money during a crisis, exploiting the corrupt and cowardly alike, and pushing around the weak and defenseless. In other instances people are driven to violence and madness due to their environment. Regardless of whether or not their psychosis is the result of widespread experimentation, or if they were just born in a post apocalyptic hellscape, these characters are beyond reason and wreak chaos wherever they have the misfortune of showing up. Another prominent member in the ranks of these ne'er-do-wells are the politically motivated and organized terror cells. Radical actors waging war on society at large, meeting police and military forces with explosive ordinance and guerilla tactics. Wherever there is a man to be motivate by either greed or need, you will find bandits, marauders, and their ilk, and the line that separates them from regular people is easily blurred. For as varied as their presentation might be, the core reality of these characters is that they are the easiest enemies to empathize with, and as a result of our shared humanity, they are especially dangerous.
