Quebec hates oil but still receives transfer payments funded by energy production

"I want to point out that his province, Quebec, receives transfer payments that are funded by energy production. I wonder if he wants to tell us how he feels about that and address whether Quebec should maybe reject transfer payments that owe their origin to the production of oil and gas."
