When can someone be charged under Maryland's fetal homicide law?

Lauren Wallen was around 16 weeks pregnant when she was killed. However, Montgomery County's State's Attorney says it's highly unlikely her boyfriend charged in her death, Tyler Tessier, will face another murder charge in this case. Maryland, along with nearly 40 other states, have fetal homicide laws on the books.
