Why Two Goats on Atonement?

In ancient Israel, there was a ceremony described in Leviticus 16 which included two goats. One was sacrificed, the other sent away into the wilderness. But what do these two goats represent? Some say that one was for Christ, the other for Satan. But is that true? What if they both represent Christ, but have different aspects. And what does Azazel actually mean?
