Cincinnati City Manager Harry Black responds to Cincinnati police captain's federal lawsuit

Cincinnati City Manager Harry Black says he's disappointed Cincinnati Police Capt. Jeffrey Butler filed a federal lawsuit against him claiming he abused his power and misused funds. Black says Butler is "disgruntled" because he didn't get a promotion and that Butler's claims are frivolous.
