Will Craig Wright PGP sign with the Satoshi Keys in Court? (the secret strategy)

Craig Wright has made it clear that keys do not equal identity. This would set a dangerous precedent in the future where a digital signature could be linked in time and space to the identity of a person at a given time. To avoid this, Craig has argued that identity is more complicated than who holds the "keys". The other reason for not signing is "giving the game away, it will all be over"----is Craig hinting that he is biding his time until the correct conditions are lined up for him to take over, prior to unveiling his true identity?
