It is a common tactic in war to use the murder of innocent children as an emotional justification for escalation.

This tactic was famously used during the Gulf War when Nayirah, a 15 year old Kuwaiti girl, testified to congress that she had witnessed the murder of infant children by Iraqi soldiers. She did a pretty convincing acting performance and her testimony was believed and used by the media to rally Americans to go to war.

It was discovered years later she was an actor employed by a CIA front and was the daughter of Saud bin Nasir Al-Sabah, Kuwaiti ambassador to the USA.
