This video was from a couple of years ago, the situation took place on the Poland-Belarusian border. The stand-off lasted weeks and was part of a stunt by the Belarusian authorities wanting to punish the EU, they shipped migrants (not refugees) and positioned them there over winter. Poland didn't let a single one in.
