What will the new People’s Armed Forces do for Beijing?

Recently, a new paramilitary organization has been setup in state-owned enterprises across China. It’s the People’s Armed Forces which manages the militia and grassroots military mobilization. Also, students in Chinese colleges and universities are conducting military exercises. What is Beijing preparing for? A war? The answer is two wars. One domestic and one external. But arming the grassroots can be highly risky move for the regime.
