Hand held observation device. Basically the two sights are aligned with each other and whatever you line up with the iron sight above the grip, ought to be visible to a team mate when they look through the opposite sight. Handy for quickly getting other team members "eyes on" with a distant terrain feature, enemy etc. Here's some footage of it being used at an airsim event - with some live fire field ex sounds included to make it more dramatic.
