Judge John Rudduck hasn't sent anyone to prison for a fifth-degree felony charge in nearly a year. Instead, he's overseeing a pilot program called Targeted Community Alternatives to Prison — T-CAP — that places low-level, non-violent offenders in probation and community service programs.
