I worded that wrong but i meant the mafia in the town who owned the coroner and police and fire dept, probably stole the kids and sold them instead of killing them.
children sold to the mafia, no evidence of bones, eyewitnesses spotted the children, no adult would let them talk to the children when confronted...Very common in the '30s, '40s, and '50s for women to either sell their babies or have them taken by Goons
