"Espionage is a combination of skills and tools, just like a car or a gun - it all depends on who uses them. They can be used for good or very bad purposes. In this sense, the danger of state control is directly related to the type of state. If if the government is well-intentioned, surveillance is somewhat acceptable, but if you have an authoritarian and violent government that does not respect the law or if there is no rule of law, just like with anything else - weapons, military and intelligence services can be abused."
