In the year 2002, Vajpayee had proposed this project to Thailand and Myanmar. Vajpayee had proposed this project to promote trade between India and the Association of Southeast Asian Nations (ASEAN). Vajpayee said that this highway can be extended beyond Thailand to Cambodia via Vietnam and then to Laos. After the departure of Atal Bihari Vajpayee's government, this ambitious project remained only on paper. After Prime Minister Narendra Modi came to power in 2014, work on it started again.
