The video cuts off, but she goes on to say the closer to the Russian border they live, the less they want to learn Estonian. In a multilingual society, that's a problem how?

One could say Kallas is on a personal vandetta. Stalin had deported Kallas' family from Estonia to Siberia in 1948 - her great-grandfather had fought for the Omakaitse, an anti-Soviet insurgency in Estonia that also participated in the genocide of Jews.
