After returning with Sarah a slew of new missions open. One of those has you return to Vectera to check on Barrett. There you meet Lin and follow Barrett's trail. You can recruit Lin after updating her about Barrett's location and recruit Heller after he updates you about Barrett's locaton. You can bribe, eliminate, or talk with Matsura the Grim. Either way you never encounter him again.
