A lawyer in China: The Great Firewall itself is illegal and constitutes a cyberattack on the people

9/30/2023 A video circulating online features someone called "Lawyer He" stating that, according to the CCP's own laws, the establishment, existence, and operation of the Great Firewall are all illegal. And the CCP officially does not acknowledge the Great Firewall's existence. However, the CCP's judicial system still punishes individuals for bypassing the Great Firewall. Technically, the Great Firewall itself constitutes a cyberattack on the Chinese people. So, how come evading this attack through VPNs is considered illegal?
