Former LA County Sheriff Alex Villanueva says people who commit serious crimes in California are getting released with merely a warning not to do it again. Villanueva cites a study of Yolo County, California, which studied the effects of zero bail. Among only some of the results: The average recidivism rate for those released on zero bail over 18 months was 78 percent. For those released on bail it was only 46 percent.
