The First Patient Spare Hendil Option

In The First Patient quest in The Elder Scrolls Online, you can either have Hendil killed, or have him spared for him to face trial.

Unfortunately, I do not know if Hendil is in Skywatch after being spared, as he's not seen again after the quest.
