Criminals can't buy guns. People facing the death penalty can't buy guns. People who are a flight risk can't buy guns. People who are mentally retarded can't buy guns. The FBI/ATF forbid this in their universal background check systems in place in all 50 states.

Especially not someone who's been arrested 4 times in 1 year and has a plethora of pending charges against him which includes, but is not limited to resulting in the death penalty.
