Murder of Baltimore CEO possibly a repeat offender? My thoughts

Young Female Tech CEO Pava LaPere was found murder in her Baltimore apartment. The police are now looking for a repeat offender that was released early on a serious "sexual" offence and a third tier offender. Why was he let out early and given so many years suspended at sentencing? I hope that any watchers in the Baltimore area will be safe
