Was COVID-19 A US Project?

Jeffery Sacks and Neil Harrison who were on a commission sponsored by the British journal Lancet studied the origins of Covid-19. They make a case that research funded by the National Institutes of Health may have modified a bat corona virus into one infectious to humans.
