The following is a documentary shot in 2011 that had been lost in the archives of legacy media, having aired only once on PBS in 2012.

Common wisdom holds that the United States outcompeted the Soviet Union but didn‘t meddle in its internal political affairs to break it up. In August 1991 president Bush Sr. even gave a talk to The Ukrainian Parliament, warning them not not secede. But the United States is not a unitary actor. It‘s think tanks, oligarchs and intelligence units have a life of their own.

Thanks to David C. Speedy and the Carnegie Ethics Studio, the following program details the interactions of US diplomacy and the think tank world in what would become the end of the Soviet Union, the reign of Boris Yeltsin, and finally, the emergence of Vladimir Putin, of Russia.
