In the times of the Beis Hamikdosh, there were 24 groups of Kohanim. Every week there was a different group serving there. During the festival of Sukkos, all 24 groups served at the same time in the Beis Hamikdosh.

However, the number of bulls offered decreased each day from 13 on the first day to 7 on the seventh day.

To ensure that all groups had a fair chance to participate, the Mishna explains how the mussaf offerings were divided among all the groups each day. The offerings included 2 rams, 1 he-goat, and 14 lambs, which remained the same each day as well as the Bulls which decreased each day.

The Mishna describes how the number of lambs offered by each group changed each day to ensure that all 14 lambs were offered, even as the total number of offerings decreased.

The groups took turns offering the bulls 2 or 3 times during the seven days to make things as fair as possible for everyone to participate.

On the eighth day because there were so few offerings compared to the previous days, they returned to the lottery system to determine which group would offer the offerings like they did for the other festivals.
