Newspaper hires beggar ("Nobody", the John Doe of the title) and turns him into a hero in a sensationalist campaign to favor a corrupt politician. When Doe realizes he is being manipulated, he threatens to expose the plot. Threatened, he thinks about suicide. The journalist who helped create the myth falls in love with the tramp, abandons everything and sympathizes with him.

The film was screenwriter Robert Riskin's last collaboration with Capra. The screenplay was derived from a 1939 film entitled "The Life and Death of John Doe", written by Richard Connell and Robert Presnell, who would go on to receive the film's only Oscar nomination for Best Story. The treatment was based on Connell's 1922 Century Magazine story entitled "A Reputation".

Gary Cooper was always Frank Capra's first choice to play John Doe. Cooper agreed to the role without reading the script for two reasons: he enjoyed working with Capra on their previous collaboration, Mr. Deeds Goes to Town (1936), and he wanted to work with Barbara Stanwyck. The role of hard news reporter, however, was initially offered to Ann Sheridan, but the first choice for the role was turned down by Warner Bros. due to a contract dispute, and Olivia de Havilland was similarly contacted, albeit to no avail.
