In a buddy cop movie with Keenen Ivory Wayans, a Buddhist pacifist cop is on a quest to catch a serial killer, but his past as a secret, elite, CIA assassin catches up with him and he's forced to once more become The Glimmer Man to mete out justice to a whole lot of bad hombres.
