Was the FBI designed from the beginning to be utilized as an agency against the American people?

Jaco Booyens believes this to be true. He says, "And so now the FBI is selective. Now you've got a president's son, 144 sex crimes on that laptop are minors from other nations. Where are those nations, you know, 13-year-olds. Of those offenses, you're talking about 30, 35, 40 years in jail in front of a jury of peers. This doesn't even see the inside of the court because it is Joe Biden's son, because now we know that a president was operating under allegedly a pseudonym in communicating with 'the big guy.'"
