Why did Capcom do it this way?

In this video I wanna talk about, the idea about how MEGAMAN X DIVE online is free to download, and play, and MEGAMAN X DIVE offline is $30, to download, and play. I dont get why capcom did this, and I am not sure, if there are different mechanics, for both games, but if anybody, has an answer for me please comment it, so I can understand, why capcom made this choice. Lets get into it.
