Arkansas State Trooper Means Chases Dodge Stratus On S Olive St 09/11/23

At approximately 4:43 PM on Monday, September 11, 2023, I, Trp. Zachary Means was traveling Northbound on Olive Street near 28th Ave. in Pine Bluff. I observed a white Dodge Stratus traveling southbound on Olive Street with extremely dark tint on the front driver's and passenger side windows. I turned into a parking lot, then back onto Olive Street to travel southbound. The suspect vehicle turned onto American Legion Road, at which point I activated my emergency lights to initiate a traffic stop at American Legion Road and Olive Street. The suspect vehicle then turned off American Legion Road onto Chestnut St. The suspect vehicle then looped through the Seasons Apartment complex before returning onto American Legion Road. I then relayed information to Troop E dispatch that I was attempting to conduct a traffic stop. At this time, the suspect vehicle disregarded the stop sign at American Legion Road and South Main Street. The suspect vehicle then headed north on South Main Street. I then advised dispatch that I was in pursuit of the white Dodge Stratus and gave them the license plate number (Arkansas- 063ZYI). The suspect vehicle accelerated to approximately 70 mph as it passed a vehicle on the left side of the roadway. As the suspect vehicle approached Jefferson Square on South Main Street, the driver started throwing what appeared to be marijuana out of the driver's window. The suspect vehicle then slowed to turn left onto West 22nd Ave. The suspect vehicle disregarded the stop sign at West 22nd Ave and South Pine Street before veering right as he continued north on South Pine Street. The suspect vehicle then disregarded three more stop signs at West 20th Ave, West 19th Ave, and West 18th Ave while heading north on South Pine Street. As the suspect vehicle approached West 17th Ave., the driver bailed out of the vehicle and ran on foot west towards South Chestnut Street. I then pulled up to the scene and exited my unit, giving chase along the suspect's path of travel. While running behind the suspect, I gave several orders to stop. The driver eventually stopped running and was taken into custody without further incident. The driver was taken back to the location he fled from and was later identified as Willie L. Morehead of Pine Bluff. A search of the area where Mr. Morehead was seen throwing the suspected marijuana did not reveal any contraband that could be recovered. Mr. Morehead was transported to the Jefferson County Detention Center.

IMPROPER WINDOW TINTING.
