Julie Wise explains how she switched tabulation servers in the middle of an election and fails to conduct an emergency logic and accuracy test prior to using the new server to count the votes. She keeps saying it's certified, which we don't disagree with. But she ignores the fact that she did not test the system before use and did not notify the political parties, observers, or even the Secretary of State.
