WALES GOES MENTAL. 20mph nationwide. What's this about?

In this video Geoff takes a look at the new 20mph speed limit for Wales. Despite writing a very good and carefully researched script, a mystery intruded interrupted the video to offer a revised version of the video.

Geoff didn't want to be rude, so decided to use the new REVISED script to continue the video.

We'll be digging into a newspaper article and asking some key questions.
