Institutions: Corrupt, but... Working?

Nearly every institution in modern society is corrupt. We can depend on them to enforce their preferred political, idological, and social views, regardless of truth, and with no pretense of neutrality. Yet, at the same time, they work on a day-to-day level. The same DoJ that will try to cut sweetheart plea deals with Hunter Biden will also successfully hunt down the average kidnapper or bank robber mercilessly. The conundrum is what to do about this, since we can't simply eradicate every institution.
