Denial of Services due to exercising First Amendment! More than five (5) months of delays, numerous attempts to address concerns with 'due process' and unprofessionalism at the Elkhart Housing Authority... On 09/19/2023 my attempts at redressing these issues were stifled, due to recording (a well established Right) and documentation of Public Employees. Director of Housing Authority Clarence Jones does NOT want to be documented or recorded in his Official Capacity, for quality assurance purposes. Mr. Jones indicates that he would rather talk over the phone. Intake Specialist Sh' Rhea Romain ONLY wanted to discuss matters over the phone, without proper documentation of these matters.
The Elkhart Housing Authority repeatedly violates Section 504 of the Rehabilitation Act of 1973, Constitutional and Civil Rights. When you attempt to redress these issues, as you can clearly see, people are stifled in their attempt to redress their grievances.
I have filed a Formal Complaint in regards to these issues as well as a FOIA/APRA request for ALL Employment Records, including Job Performance and Attendance Records at the Elkhart Housing Authority, due to the delays and inconsistencies in proper communication. As you can see that the Director Clarence Jones, has confirmed on video recording, that he is in receipt of, with time constraints. I have also asked, in writing, that ALL communication be in writing, for quality assurance purposes.
