Oct. 2, 1963 - Here is President Kennedy’s statement today in the White House Cabinet Room at the signing of H.R. 5555, an act to amend Title 37 of the U.S. Code by increasing the rates of basic pay for members of the military. In his speech, President Kennedy explains that members of the military deserve these new benefits because they protect the country’s overall security, as well as the safety of individual citizens.
