The footage captures the officer laughing and making jokes during a phone call discussing an unfortunate incident where an Indian student, Jaahnavi Kandula, aged 23 and studying at Northeastern University's South Lake Union campus, was struck and killed by a patrol car driven by a fellow police officer, Kevin Dave.
