Texas to KEEP anti-MIGRANT buoys for now; appeals court HALTED judgement for removal from Rio Grande

A federal appeals court delayed a district court order for the removal of buoys strung midstream in the Rio Grande along the U.S.-Mexico border. The state of Texas placed the chain of buoys and nets between the cities of Eagle Pass and Piedras Negras to deter migration.
