Isaiah 55:1
“Ho! Every one who thirsts, come to the waters; And you who have no money come, buy and eat. Come, buy wine and milk Without money and without cost.

Elohim tells everyone who thirsts to drink from His Waters and to eat and drink His wine and milk without cost. What does water represent in Scripture? The spirit of the Father; He gives freely of His breath. The wine and milk; that speaks of the sustenance that He provides and the joy that we have through Him. Yeshua told us the same thing in John 4:10-14.

John 4:10-14
Jesus answered and said to her, “If you knew the gift of God, and who it is who says to you, ‘Give Me a drink,’ you would have asked Him, and He would have given you living water.” 11She said to Him, “Sir, You have nothing to draw with and the well is deep; where then do You get that living water? 12“You are not greater than our father Jacob, are You, who gave us the well, and drank of it himself, and his sons, and his cattle?” 13Jesus answered and said to her, “Everyone who drinks of this water shall thirst again; 14but whoever drinks of the water that I shall give him shall never thirst; but the water that I shall give him shall become in him a well of water springing up to eternal life.”

He's talking about the spirit of the Father.

John 7:37
Now on the last day, the great day of the feast (He's talking about Sukkot), Jesus stood and cried out, saying, “If any man is thirsty, let him come to Me and drink

He's just quoting what Isaiah said.

John 7:38-39
“He who believes in Me, as the Scripture said, ‘From his innermost being shall flow rivers of living water.’” 39But this He spoke of the Spirit, whom those who believed in Him were to receive; for the Spirit was not yet given, because Jesus was not yet glorified.
