Snooty toasts 69th birthday with big bash

Foster, aka Snooty the Mascot, is a big admirer of the icon, Snooty the manatee. Snooty the manatee is documented by Guinness World Records as the oldest known manatee in captivity. He just turned 69, and the South Florida Museum is celebrating with a free outdoor festival.
