Police Just Hangin Out - What’s REALLY going on???? NC - Chapel Hill area

Does it seem reasonable that dozens of Police would converge on a spot and pile-up on each other and just STAND AROUND - while an active shooter is on the campus ?????
Does that make any sense ????
Plus - students are just “moseying’ on by….”
