U.S. Sen. Cory Gardner said Tuesday that people were “spiking the football” after learning that Senate Republicans are unlikely to be able to bring a bill that would repeal Obamacare without an immediate replacement—a move leadership had pivoted to after their second version of a new health care bill failed Monday night.
