NOTE: It appears, in this video, there were two separate planes shown and the sign numbers were not visible. If the video was using those two photos of the planes to claim it was the FBI plane in question, it lacked verification. If the video was showing an example of what he was discussing this should have been made more clear. In any case, the take away from what I could gather was that an FBI surveillance plane was in the area according to flight aware.
Without more information, it's dubious as to whether the plane was just doing photo surveillance or equipped with a laser device IMHO.
