Did Ukraine Bomb Russian Civilians on a Beach?

The biggest issue facing donating supplies is logistical capacity. For every pallet of X, that means a pallet of Y has to wait. Regarding this alleged bombing attack on Russian Beachgoers, there is no proof that this happened and Ukraine would have to perform a very risky attack just for the prize of attacking civilian beachgoers.
