Despite the fact that many of the bonds that were bought by the Bank of England's Asset Purchase Programme are underwater and potentially racking up up to £200 billion in losses I will show why the Bank of England is not liable for these losses.

The taxpayer, on the other hand, via HM Treasury will as usual end up picking up the tab when the programme goes bust.
