Prison Architect #26 - Famine

We have a population problem. Too many medium and high security prisoners and nowhere to keep them. Right now they're a powder keg inside the dorms and they need to be separated. But there's another problem. Prisoners dropping dead in the walkways. Not from a shiv or overdose, but from starvation. We need to know why.
